Your ranking still radiates from your actual location, so a business in Red Bank will struggle to appear for a search made in Freehold no matter what the service area says. That is what town pages and, if the volume justifies it, a second real location are for.

Reviews are the prominence lever you control

Volume, recency and response rate all count. A steady trickle beats a sudden burst, which can look manipulated and occasionally gets filtered.
