Service-area pages still work when each one contains genuinely local content: the neighborhoods you cover, real jobs you have done there, local pricing or permitting details, and reviews from that town. Pages that differ only by the town name are doorway pages, and they can hurt the whole site.

What makes a town page real

A real town page contains things that could only be written about that town. The neighborhoods and sections people actually search by. A job you did there, with detail. The permit office, the housing stock, the seasonality. Reviews from customers in that town.

If you removed the town name from the page and it would work equally well for anywhere else, it is not a town page. It is a template with a variable in it, and search engines have been able to spot that for a long time.
